It's not the smell of acrylic paint that is toxic-- but rather the pigments within some colors that are toxic. Some pigments that are made from heavy metals (like chromium, lead, cadmium, manganese [the original was "magnesium" but magnesium is neither a heavy metal nor toxic nor, I believe, a pigment], and cobalt) that are in certain colors of Acrylic paint (generally the blues and greens) are toxic and can be absorbed into your bloodstream if they get on your skin. However, if it's toxic, it should be CLEARLY marked on the label. Most, if not all acrylic shades are available in non-toxic varieties.
So even though the paint itself may not be toxic (unless you start using it as toothpaste or something), you still shouldn't just sit around and sniff acrylic paints. If the smell bothers you, or you start getting dizzy, you should move to a well-ventilated area or near an open window (which you should be doing anyways).
Just another warning: certain mediums used for oil paints ARE toxic as are many shades of oil paint. The bad smell of oil paint IS toxic, so work in a well-ventilated area.

If the unpleasant odour is accompanied by lumps or curdling in the paint, your best bet is to dispose of it.
In future to keep paint from going bad, clean the rim of the can carefully, place the lid firmly in place and pound it down with a mallet (hard enough to make a seal, not so hard as to buckle the can). Store the can upside down. For the first couple of days, leave the can on a piece of paper out in plain sight and check it a couple of times per day... this ensures you do not put away a can that is leaking. Once you are sure the seal is good, store the paint can in a cool (not where it can freeze) dry place. turning the can upside down ensures a full seal and that air won't get in at some future point.

Well it really depends on the type of paint. See there are paints that are low VOC (low Volatile Organic Compounds) these are the ingredients that cause paint to smell. More oil based paints tend to off gas "stink" while the VOC compounds are curing, thus the long lasting smell. Low VOC pains tend not to smell so bad because of the formulation of the paint, less compounds that need to cure during the drying process.
Try d-limonene - although it isn't as environmentally friendly as people make it out - its the best of a bad bunch - have no luck mix it with turps and detergent and leave to soak.

You can use an onion to remove the smell from spoiled paint. In the room or area where the bad smell is lingering, peel an onion and cut it in half. Place on a plate and leave it there for a couple of days.
Yes, if you choose acrylic, not-so-much if silicone, but neither are REALLY bad. Ventilation is always a good idea; build-up will occur, so know that you will have to use solvents, (which are typically toxic) to clean vent-surfaces....
