there is a legal limit to what a mechanic can charge. Mechanics have manuals telling them how long a specific job should take which is how they give an estimate.
example... the manual might say that changing the pump on your windshield washer pump should take 1 hour. If they charge $65 per hour, they would give you an estimate of $65.00 plus the cost of the parts.
the way some dishonest mechanics can over charge you is by telling you that they fixed the pump but while they were fixing it they noticed that another part was bad and that they fixed that as well. This is something that is hard for you to disprove.
An honest mechanic would consult you first if they found something else wrong and get your ok before doing the extra work.
The best way to keep from getting over charged is to learn as much as you can about your car so you can understand what they are telling you and be able to respond knowledgeably. If they know that you know a lot about your car they will be less likely to attempt to overcharge you.
