Try DeviantART.com, there's lots of flash games where you can dress up anime characters to your heart's desire. If that's not what you meant, then you can draw your own, I guess?

Well, there's a flash game called "Sonic Character designer" that lets you make a Sonic Character. You can find it on Newgrounds or SonicHedgehog.org.
