A lot of lead paint regulation began in 1978 so most homes built/remodeled in the 80's are safe, but it is never a bad idea to have it tested if you are unsure.

It can vary by state, but generally, yes. If the appaiser is inspecting the house because you are aquiring a federal fund loan, such as 203 (k), or first -time home buyer, then the requirement is that the paint must be intact on a pre-1978 house. If it is not, it can be presumed to be lead paint or it can be tested by a lead inspector and shown to be negative, therefore not requiring use of lead abatement or EPA RRP contractors to fix the deteriorated paint.

Most paint companies had stopped using lead in their paint at that time, however, never assume that paint is lead free. Use a lead paint test to determine if lead if present prior to sanding or scraping.

Lead paint encapsulation primer is beneficial for renovating a house with lead paint because it seals in the hazardous lead particles, preventing them from being released into the air. This helps to reduce the risk of lead exposure and contamination during the renovation process, making it safer for both the occupants and the environment.
Yes, lead was used in the paint on Tonka trucks during the 1980s, as it was a common practice in the manufacturing of toys at that time. Lead-based paints were utilized for their durability and vibrancy, but the health risks associated with lead exposure led to regulatory changes. In response to health concerns, lead was banned in consumer products, including toys, in the United States in 1978. Therefore, while some Tonka trucks from the early 1980s may have contained lead paint, later models were produced in compliance with new safety regulations.
To paint a bath room you will need a interior paint. Any paint with lead base in it should do the job just fine. The best paint for a bathroom would be latex because they wipe down easily. Avoid lead paints because of the health risks!

Appraisers can't "have you" do anything ! -They give advice and an opinion on worth, or value of your home. If you choose to ignore their opinion, that's your right.
Yes, as long as you don't eat it ( no kidding) .
Lead based paint is paint that has a significant amount of lead (Pb) as a constituent of the color pigments in the paint.
If your house was built before 1978, yes.
