The limitations of a camera and scanner are rather basic, first I'm going to be talking about the camera, which is a small portable device, which is used to take images and manipulate them which the software the camera comes with.
Finally the scanner is a large device, which is portable but rarely taken from place to place because of the size of the scanner, this is used to transfer objects which you can hold into the computer e.g. documents, images etc.
Three examples of prepress image capture devices are drum scanner, flatbed scanner, and scanning back for large format camera. The price of changing a print image during prepress is normally 10% of what it would cost on press.

A scanner
Scanners are capable of making 1:1 images, with a great deal more detail than a camera. The disadvantages are very shallow depth of field, inability to image things away from the scanner surface, huge file size and, of course, limited portability.
If your buying a disposable camera that can download photos to your computer your wasting your money. You should just buy a digital camera for twenty dollars. If you cant do this, if you have a printer with a scanner use that to upload the photos on to your computer. Hope this helps!
Depends on what you need to do. A scanner copies an image into a computer and a camera takes a picture of something. Many all in one printers have scanners built in, some are as cheap as $50 on sale.
Its the camera.
That depends on the original image, the camera, the scanner...
A plotter is an output device, like a printer. A scanner is an input device, like a camera.

Because most scanners are Plug and Play.
An optical scanner can read text or illustrations printed on paper and translate the information into a form the computer can use. A digital camera encodes digital images and videos digitally and stores them for later reproduction.
This is data from a camera in it's raw form and it also contains no process data from the image sensor or digital camera , image scanner nor modified by a camera ad-on software.
