The 1998 Ford Escort starter motor is located on the rear of the engine. The starter motor will be on the right hand side, near the bottom of the motor.
On the backside under the intake. Should be able to access it between motor and the brake master cylindar. Tight, but can be done.
The starter is found on the driver side of the vehicle (looking from the front of the vehicle, on the right hand side). If you find the transaxle dipstick, it is towards the back of the vehicle from this point. There are three wiring harnesses attached to a bracket on the transaxle mounting bolts to the engine. This is the location of the starter motor.

I don't own a 95 ford escort. But if I did, and the motor turned over but would not start, I'd look at either the ignition module or fuel pump first.

I have a 1996 ford escort that will not start and it has a new starter on it and a new battery in it but it still will not start
its right at the front in the middle hidden by the power steering pipes, and it is a pig to get to!

A 97 lx doesn't have a starter relay. The relay is built into the solenoid of the starter motor itself. It uses light voltage to transfer the power from the main cable to the starter motor itself.
