WOW... paint not drying is a problem. If it won't dry there are a multitude of things that could be going on or i should say, wrong. Need more info from you to help you. What type of paint is it (oil or water based)? What surface was it applied to? Was it pre-mixed (off the shelf)? Did you prep the surface first and if so what did you use to clean it with? What temperature is the surface exposed to and is it humid? Holler back at me and I'll try to help.

Watercolour has a short drying time. It only takes minutes for the paint to dry. The time it takes for the water to dry is how long it will take for the paint to dry.

usually sandng is going to be your best bet for smoothing out lumps of dry paint
