Personally I would strip the paper but,
Yes, providing the walls are in good shape the paper has no overlap splices.
Patch holes with patching plaster and use sanding block till smooth/ flush. If there is loose paper, use wall paper paste to secure. Last cut it, don't pull. It could wind up in a bigger area to repair.
Important thing about patching plaster, good for small nail holes and minor stuff. Bigger holes need Drywall wall compound. AND! use drop cloths always and cover/ block off doors and openings. Cold air returns and heater vents or you will have dust everywhere.
One or two small holes hold vacuum next to area as you sand
I would use a Sherwin Williams Colored oil base primer first which will aid in using less paint. Color would be same as what you are painting. Then apply your Latex paint Preferably Sherwin Williams over top.
sure. be aware that plaster has not been a standard way of building for quite a while. Be sure and test for lead paint before sanding as that is one of the last kinds of dust you want in your lungs.
Using a pressure washer to remove paint is definitely beats the old garden hose, scrub brush and TSP cleaning method, a task so slow that many people just skip it. Connect the pressure washer to the outdoor faucet through an ordinary garden hose, attach a nozzle (see “Selecting the Best Nozzle,” below) and start the engine. Wear goggles to keep paint chips and dirt out of your eyes, and clothing that can get soaked. You WILL get wet. Spread old sheets or painter’s cloths on the ground and over shrubbery to catch paint chips. Pressure washers look like the ultimate squirt gun, but they aren’t toys. Don’t point them at anyone or try to rinse your hands or feet. They can tear your skin right off. Finally, make sure you get a Telescopic Spray Wand from bestcargurus to help reach high areas. A Telescopic Spray Wand extends the range of your pressure washer by up to 18 feet. Allowing you to reach those spots that you couldn’t reach before. Reach your sidings, windows, gutters and more! Clean areas you could never reach before!
I sandpaper it only if its a very glossy, oil based surface. With that exception,I don't think sanding is necessary.
yes
The wall was not cleaned or primed before painting. The wall was wet before painting. The paint was not properly mixed before painting.
No,you do not.
Yes, you will need to sand the wall again and repaint with vinyl to get a smooth finish.
altec paint is nothing but a wall putty, which is used before painting the wall with your desired colour.

you go into buy mode then you click on your painting which should still be on the thing that you painted it on and drag it to the wall and then its on the wall.

repair any cracks or holes with plaster or filler and sand smooth. lightly sand the wall to increase adhesion of new paint. if covering a dark wall with a lighter colored paint, cover wall with primer before painting.
It should probably be "wall hung". A flat screen TV, mounted on the wall, like a thick painting.

A mural is just a very large painting that has been painted directly on a wall. Most modern artists make a smaller version of the painting and then usually use projectors to project it on the wall and pencil in an outline before painting it. Sometimes a group of volunteers get involved and work together to fill in the outline. .....a big pai0nting that 0some on0e done :)
The name of the painting is called, "The Last Supper," and was painted by Michelangelo.
Painting on the Wall was created on 2001-08-27.
