When was it important for a foreigner to learn English. Whatever language you speak is your language. It's like someone who speaks English (because to others, they are foreigners) goes somewhere and HAS to learn the language. If it was important it would probably be because the countries that speak English are quite civilised and foreigners some to get away from say... war, crime, poverty. They are going to want to know how to speak English.
