Sparta attempted to establish a peaceful climate on its borders for obvious reasons. This was not entirely successful - particularly with its arch-rival Argos. It also tried to promote stability elsewhere in Greece - again difficult, as alliances between the city-states were shifting sands. In summary, while Sparta was pre-eminent in war, it was always reluctant to go to war. On a social level, it had a form of democracy which extended to the citizens, but not to the free and serf population living in its territory. Women had a higher status than elsewhere in Greece, and it relied on serfs rather than slaves as did the other city-states - a marginal step upwards. What it could not control by its citizenship criteria was progressive attrition of its citizen body through wars which meant that its power shrank after each war, leading to insignificant power and influence by the time of the rise of Macedon.
