Like anything human or divine, the Television as a medium can be abused. There is program and product content which is often un-regulated and the problem cannot be solved by regulating the audience, as the Movie Industry has attempted to do with the MPAA codes. Everything about TV is larger than life, distorted, jazzed-up even if not essentially violent. Much is made of sensationalism and volume spikes once associated mainly with sports events ( Yankees!) and Circus advertising. The very nature of TV is such that only one side of a given issue can be presented, thus even if it tries to be even-handed it lends towards the one-sided and shallow at that. Long Time abstainer from TV. Television can become an addictive habit in senior citizen homes, where I saw plenty of Tv junkies in the Lutheran Home, circa l978.

Can we say uses and abuses of a telelvision?

Yes. Even though "television", when used as a short form for "television receiver" is a singular and concrete noun, it can have many uses and abuses, because uses and abuses are both at least partially abstract nouns and therefore do not contradict the law of elementary physics that "Only one thing can be in one place at one time." This law applies only to concrete "things" and also depends on definitions of "time" and "place" that do not apply to abstract nouns.
