Presidents do not pass laws- that is what Congress does. Some laws that Congress passed while Carter was President deregulated cargo and commercial airlines,deregulated natural gases prices and eased restrictions on trucking. Tax credits were offered to business to convert from oil and gas to coal. A wind-fall profits tax was placed on oil companies. 104 million acres of Alaska were set aside for parks and wildlife preserves. A ban was put on dumping raw sewage into the ocean. New regulations were placed on strip mining. Free food stamps were made available to needy persons. A treaty to give the Panama Canal to Panama was approved.
One weakness was the Articles made it impossable to agree to making major laws because 9 out of 13 states had to agree to it. Plus Congress could not tax the states because too much power went to the states.

"The Homestead Act of 1862 was passed by the U.S. Congress. It provided for the transfer of 160 acres (65 hectares) of unoccupied public land to each homesteader on payment of a nominal fee after five years of residence; land could also be acquired after six months of residence at $1.25 an acre."
