Arthur, King of Britain, was the monarch that lead Britain to the victory over the Saxon invaders in the 6th Century. There are controversies about the veracity of the existence of this important historical person, but according to one of the most influential accounts of his legend, the one wrote by Geoffrey of Monmouth, Arthur ascended to throne at the age of fifteen years, under the protection and guidance of a Wizard called Merlin.

I suppose it's really because things were very different then. In Ancient Egypt people could become pharoahs at as young as nine. So I guess, really, if we're considering the story complete and utter fact, it was just because things were just so different.
