Most places will do it if your 16 and have a parent/gaurdian present, other than that they recommend 18 years old, most of the places that tattoo underage people charge then huge prices and water down their inks, your much better to wait until your 18.

well, I'm 13 and i got my belly button done over half a year ago. if you go there on you'r own at my age they would probably ask if you would phone you parents and let them speak for you. my mum came with me and my ffriend to hold my hand because it's really nurve racking! :) worthit though
