It was between Athens and its empire and the Peloponnesian League headed by Sparta.
Sparta and Athens had many differences and similarities in their government. Only a few Greek city-states had kings. Sparta had two kings, usually cousins or brothers. One would stay home and the other would go off to fight wars. Athens created the first democratic system and many other city-states copied them. Athenian democracy did not give power to everyone. Most of the people in Athens couldn't vote, including women, slaves, foreigners, and children.
The Parthenon honors Athena, the patron goddess of Athens (note the name similarities). He used almost all of Athens' money.
Similar by being cool
Two differences between Athens and Sparta are their forms of government (Athens had a democracy while Sparta had an oligarchy) and their focus on military training (Sparta emphasized military training from a young age while Athens did not). Two similarities are their use of slaves for labor and their belief in the importance of physical fitness.

There were no similarities. In Athens there was Democracy while in Sparta the was Oligarchy. In Athens women didn't have any priviledges, while in Sparta women were allowed to do almost anything men did.
Each of their governments, religions, and sizes were different.

Spartans are from Sparta and Athens are from Athen. Plus, Athens was just a city-state, whereas Sparta is an entire different nationality.
