The Rosetta stone was the first archeological find which had both Latin, and Egyptian on it (of the same passage). This allowed archeologists and language experts to translate ancient Egyptian from a mysterious, lost language of symbols into something which could be translated by using the Rosetta stone.

The French should have the Rosetta stone because Jean Francois Champollean did a huge amount of deciphering. It was deciphered because of the French mans great efforts. Therefore it belongs to France

It purpose was as Pharaohic decree carved into stone for public display.

The significance is that the decree was engraved in three scripts, ancient Egyptian hieroglyphs, Demotic script and ancient Greek. Greek has survived as a language we can read now and as the text was the same in all 3 scripts, the stone provided a simple dictionary to allow us to resurrect reading and understanding of all ancient Egyptian hieroglyphic texts.
