1. engine won't start. 2. All you get is a click when you turn the key. (make sure that you have a good battery) 3. You hear a whirring sound but the engine does not crank. (the starter motor turns but the bendix does not engauge. 4. You hear this gosh awful screaming sound. (the starter spins but does not engauge the flywheel completely.) Probably a lot more but these have happened to me over the years. You can take the starter off (if you are mechanically inclined) and some auto parts stores will test them for you. Auto Zone does where I live.
Bad starter is easy: when you turn the car on provided your battery is good, you will hear a click in the engine compartment, but the car will not start.

No electrial spark or fire at the plugs.

I had a similar problem turns out the Alternator was bad.
Probably
It is mounted on the starter motor itself. When you get another starter, it will have the solenoid mounted on it already. If it is bad, just replace the starter, I would not change just the solenoid.
Bad neutral or clutch safety switch? Bad starter? bad starter solenoid?
Typically, when the solenoid fails the starter is right behind. If you know how you could replace the solenoid, put in brushes and bushings and the starter MIGHT be ok if nothing bad has happened to the armature.
Bad halogen bulb
A bad engine temp sensor can do that.
You can tell a bad valve by doing a compression test.
There are several reasons why a 1999 Blazer S10 may not turn over. Some reasons could be bad spark plugs, dead battery, or even a bad starter. A mechanic will be able to determine the cause.
The starter solenoid is bad.
There are a number of signs that become apparent when an ECM computer on a 1990 Chevy is going bad. The top signs include a non-functioning speedometer and flashing codes on the dash.
Make sure the solonoid is bad first.. It is on top of the starter and the starter has to be removed to replace it.
Seized engine? Loose or corroded battery cables? Weak or dead battery? Bad starter solenoid? Bad starter? Bad clutch or neutral safety switch? Bad ignition switch?
