Take it to a mechanic ASAP. This is very dangerous. a cause of is the throttle cable fraying replace the throttle cable.

Check around brake pedal for something rubbing. If OK, I'd look into the master cylinder.
The brake light switch would be located under the dash right above the brake pedal. It could be mounted to the pedal arm itself, or attached to the dash. You would unplug the switch, and using just a continuity meter, stick the probes inside each connector of the switch, and press down on the brake pedal. If the meter buzzes, or shows 0 ohms then the switch is good.

You used a clutch to take off but then only had to press a button on the shifter when switching gears instead of pressing in the clutch pedal. The new Beetles can be bought with either automatic or stick shift transmissions, I'm sure the automatic outsells the stick.
If you've changed the slave cylinder and bled it several times, the next step would be to check the MASTER cylinder and if that doesn't work then your clutch is burned out.

There are no cheats currently for stick ranger.
Remove the air cleaner duct hose.Take some gumout spray and clean the throttle plate. (large flapper)They will build up with a black gum which causes the pedal to stick off idle. If it sticks at speed it may be a bad cable... get it replaced.
