That's not such an easy question to answer, technically there is no "one thing" that controls the function alone. The heart is stimulated by electrical pulses which make it beat (which is part of the reason defibrillators work), these signals come from nerves connected to a certain part of the brain. I'm no medic but I do believe the "Hypothalamus" regulates a lot of your body's functions like body temperature. But then again, that is not a complete answer because there is another portion of the brain that controls fear specifically and commands the heart to beat faster in the "fight or flight" response. To put it into perspective there is an entire SYNAPSE of regulatory functions done by the brain and they overlap so much that learning how to be a brain surgeon is one of the most demanding jobs out there.
