well my friend, your windshield wipers work off of an electric motor powered by your battery which is charged by the alternator, hope this makes sense to you, if wipers arent working it may be a fuse or the electric motor. if your alternator belt is not on or your alternator isn't working your battery will bo dead pretty quick and your car wont start at all. hope i helped sharris@maplenet.net if you have any car questions
it may not be grounded. correctly. did you check it before you put it on? check with volt meter see if it is getting power. also it maybe that the rod to the wipers are jammed check them out.
Sounds like your Wiper Motor may be going bad or you have a loose connection. I had that problem with my '91 APV. If I manually pulled on them they would start working but would eventually lock up again. They would also stop working when it was raining. It turned out to be a bad electrical connection in the wiper motor. If you wiggle the wires going into the wiper motor ( WATCH OUT FOR THE MOVING LINKAGE! ) you may find that that is the problem. Replace the motor and it should work.
Assuming you have no speeds including HI I would check for power at the connection at the blower motor with ignition and switches on. If you have power the motor is shot. If you have no power go back and check the fuses. If the fuses are good check the switch and electrial plug at the switch for damage. If the blower motor speed resistor was burned out you would still have HI speed.
i believe the 1999 - 2006 have a recall on the wiper motor. see your dealer.
A couple things could have happened. First check the fuse for the wipers,in the fuse box. Should be on dash on driver side,near the door. Look towards the bottom. The relay might be bad,that box is under the hood. Wiper motor could be bad or the swing arm that moves the wipers could be broke. Do you here the wiper motor at all?

my wipers quit working, got a new wiper motor , it did not work either, found out that it has lost ground, attached a ground wire to engine and wiper motor and it worked.
