One thing you could do is to improve buildings by making them triangle shape so that it has a wide surface area at the bottom or we can build one storied buildings so that they cant topple over. :)
Many people, including the government, donated huge sums of money, food, clothing to victims of tsunamis, and to rebuild houses and infrastructure, restore the scenery etc. Many people also volunteered to do these activities. That also depends on what was destroyed. Some damages might also include fishing boats, historical sites and also flooding, which either needed the people to pump the water out manually or using drainage systems, which proably could have clooged, or wait for it to dry/evaporate.

because i am doing a report on the devastation's in japan. i have researched from many different websites that japan's death toll ranges from 10,000 that are dead and 16,000 missing. this is also the 5 worst earthquake in the history of the world with a magnitude of 8.9.
