The picture is a childhood memory. Picasso's father was breeding doves, and he had a sister who died when she was 7 years old, which was a traumatic expericence for him to watch (then 10 years old).
Picasso used rather cold colours to give the impression of sadness, loneliness, hopelessness and melancholy. Both, the girl and the dove, have round heads and large eyes, to cause a protective instinct and show innocence.
