The quest for the Republican Party's presidential nominations was not easy for Abraham Lincoln. Upon securing the nomination and winning the presidential election of 1860, Lincoln included in his administration some of his rivals within the party. This was an effort to preserve the Party's unity as it was a divided party when the radical wing is considered. Lincoln appointed Salmon P. Chase, Edward Bates, and Frederick William Seward to his cabinet. All of them had aspirations to be the head of the Republican Party.

He also needed their support to carry on the US Civil War. Many of the radicals wanted the war to be one to end slavery. Lincoln was a moderate Republican when compared to the radicals. His first goal was to keep the US untied and to wage a war to do so. He believed the slavery issue could be solved after the states were re-united. He later used the Emancipation Proclamation as a war measure to disrupt the Southern war effort. US slave border states were not included in the Emancipation. War Democrats and the Radical Republicans both criticized the performance of President Lincoln during the war.
Andrew Johnson's veto of the Civil Rights Bill of 1855 weakened his effort for a lenient reconstruction policy. The Republicans found enough votes to overturn Johnson's veto, and drafted the Fourteenth Amendment. The Amendment, which was ratified, required southern states to ratify it if they wanted to reenter the union. The bill gave equal rights to blacks, and the southerners were forced to ratify.
The House of Representatives impeached Johnson by a vote of 126-47, mostly cast along party lines, with the Radical Republicans demanding impeachment. Johnson was acquitted at his Senate trial, where the vote was taken three times in an effort to resolve the 35-19 deadlock that was one vote short of conviction. Although the Radical Republicans held enough seats for conviction, several members crossed the aisle and voted to acquit the President because they didn't like the way the impeachment and trial was handled.

It was formed by radical Republicans who did not trust the West Point graduate generals or the Lincoln administration. This therefore was demoralizing to the US military and to Lincoln and his administration.
