Around 1898, if not before, Renoir suffered his first severe attack of rheumatoid arthritis. It forced him to spend the winter months in the south of France, in Provence, and to seek medical treatment in the summer months. During the next several years, he experienced bouts of illness and bouts of improved health. It was not long though before the rheumatoid Arthritis became excruciatingly painful and gave him more trouble. His joints became deformed and his skin dried up.
In 1904, Renoir weighed only 105 pounds and was barely able to sit. By 1910 he could not even walk using crutches and became a prisoner in his wheelchair. His hands were completely deformed, like claws of a bird. A gauze bandage was used to prevent his fingernails from growing into the flesh. Renoir was unable to pick up a paintbrush at this point and it had to be wedged between his fingers. He continued to paint everyday unless an attack of arthritis forced him to lie on his bed where a wire construction protected his body from being touched by his bedclothes.

you might try a hand sanitizer like Purell. I know it works for acyllic paints. Put in on the bristles then rub the brush into paper towels or some kind of rag. You can also try vodka. Get one of those little bottles from the Liquor store and let it set in the liquid for a little bit...do same as above.
You should be able to rinse the paint brushes and rollers out with water to use them again. Make sure that you do this immediately after finishing using the brushes. If you do not then the paint will harden on the brushes and you will not be able to use them any more.
Ralph Lauren paints are made by ICI/Glidden, which is owned by AzkoNobel. Their colors can be mixed in any paint. Just bring a sample of the color to the paint store, and they should be able to match it.
You could give it a shot. Try using a spray paint for plastic. Or, use a multipurpose primer to adhere to the cove base. If the adheres ok, you are able to use a regular latex paint.

I've never heard of anyone being able to paint wax. It's simply too slippery for almost any paint to adhere to.
