In the absence of constraining features in the bed of the system, this process is controlled by the Coriolis Forces, which differ in direction depending on whether you are North or South of the Equator. The Coriolis forces are a consequence of the Earth's rotation.

The simplest system to consider, is the winds in the atmosphere.

Where, in the Southern Hemisphere (where I am), the low pressure systems run clockwise, and high pressure systems run anti-clockwise. These directions are reversed in the Northern Hemisphere.

They apply to both water and atmospheric systems. There is no East / west dichotomy, other than influenced by the Coriolis forces and coastline alignments.

However in the equatorial regions these effects are modified by the upwelling of hot air, producing in calm weather, both the Doldrums, and a little towards the poles, the Horse Latitudes.
