First answer is wrong you do that after the 8th gym.
What you do is once you have 7 badges head to Lake Rage to catch the Red Gyarados if you haven't already once you do that return to Mahogany town where you go inside that house with person who sells you things Lance will be there and fights with you it should be self explanitory there. :)
Actually you have to go to Goldenrod City. When you get there, you go underground, there will be a Team Rocket Grunt there, but they will give you a Team Rocket outfit. Then you go to the radio tower and I think you're okay from there.

∙ 13y agoHead east of Mahogany Town to the Ice Path. After helping the Kimono Girl at the end of the Ice Path and obtaining the HM Waterfall, battle the 8th Gym Leader of Dragon Type Pokemon, Claire. She will tell you what to do from there.

∙ 13y agoWell you can keep leveling up and beating the elite four, or trade over Pokemon from another game and basically start the game over with level 3-5 Pokemon and walk the whole game again using the vs seeker. The last method I would do is try to fill your Pokedex completely by going to the battle frontier and play that with friends using all your legendarys from the game.
