Go to the trophy garden south of Hearthome talk to owner and he will tell you a rare Pokemon is in his garden. (Random Pokemon each day).
Beat Stark Mountain and Catch Heatran.
Go back to Canalve City and Talk to the sailor's sick son, then talk to the sailor who runs the boat and go to Fullmoon island, get feather and see Cresselia, go back to boy to cure him. Cresselia will now appear at random times in a wild battle.
Battle Tower: Win Battle Points earn TMs and Items.

I've never been asked that sort of question but I don't think you can ask them. You will battle all (all five) of them and then the bell tower rings and you must get to the top to see the one and only Ho-Oh. You are allowed to capture it!

Yes, it will obey once you get more badges. After getting all 8 badges, all Pokemon will obey regardless of level. Do note, though, that getting certain Pokemon such as Deoxys by the use of a cheating device can cause them to disobey you even if you have all 8 badges.
