15 degrees is the amount of crankshaft rotation. All rotating internal engine parts (cam shaft, crank shaft) turn 360 degrees, that's one full revolution of the engine. The use of degrees is for ignition timing. ie 8 degrees btdc (before top dead center) That number depends on you engine size and can be found on a sticker either on the fan shroud or the front of the hood near the latch.
