In painting or staining, providing a surface with tooth is a way of roughening the surface so it will "bite" into the pain coat, and hold it in place. "Tooth" can be supplied by scuffing the surface using sandpaper, or steel wool, or it can be provided by a type of undercoat. It's purpose is always the same - to make the top coat grip better.
