A tsunami cannot be precisely predicted even if the right magnitude of an earthquake occurs in the right location. Systems that uses bottom pressure sensors attached to buoys can successfully predict a tsunami. No one yet knows why a tsunami may or may not occur after an earthquake. It is not necessary that a Tsunami follows an earthquake. It only happens when focus of earthquake is in the sea bed. Since earthquakes are caused by seismic waves produced due to collisions of the tectonic plates, these waves high disturbance in the sea water and hence the water takes the form of Tsunamis.
Loss of lives can be prevented with evacuation plans. This would allow the people to be able to react when an earthquake strikes. Also, with the use of technology, sensors can be used to tell when an earthquake will happen, giving the people enough time to react. To minimize the number of infrastructures destroyed, strengthening of pillars and reinforcing of walls can be used, although it will not be as effective as building quake resistant infrastructures. The government can also analyse the risk of earthquake and move the population away from those high risk zones.

This earthquake resulted in a large tsunami that hit the northern coast of Japan. At 3:27pm, the first tsunami strikes Fukushima nuclear plant.More details of the 2011 Tōhoku earthquake can be found here.
Well, consider this; Haiti was devastated by a magnitude 8.9 earthquake. A magnitude 5 could either be worse, or better than that. It depends where the earthquake hits. If it strikes a overpopulated city, then the death toll and destruction would be high. If it hits a remote area, the quake could go unnoticed and unharmful.
