Victory road in pokemon heartgold and soulsilver is the final testing area for the trainer before they get to the elite four and the champion. I is difficult to navigate and will contain many high level pokemon. You will also be required to have the HM rock smash, rock climb, strength, surf, and waterfall.
One way to train is to activate challenge mode (unless by some chance you do not have the mode unlocked after beating the main story) and take on the Elite Four (be careful as there will be level 77 and above pokemon along with a full party versus whatever you have) or you could go to victory road and train there. This is as much as I know about this new addition to the pokemon series.

Red Gyarados should be catchable in heartgold/soulsilver like in the original gold/silver series. Itt should be caught in the lake most northern of the johto region. hope this helps you. =)

You can't transfer any Pokemon that does know moves like Cut or that from GBA , but you can get anyother Pokemon from it. You just can't send them back. Choose them wisely.
Your training for the E4? I would say Victory Road. Train to about level 47 there. Use exp. shares for Pokemon weak to rock types, like flying or fire. The champion has a level 50 Pokemon, and that's their strongest.
You can find shaymin in Flower Paradise. After you beat the Elite Four a new road in Victory Road becomes available. After going through the new bit in Victory Road, you exit into Route 226. You can see this new Route on your Town Map. It looks like its going up-right (north east) of the Pokemon League.

You can't. You have to get Pokemon SoulSilver if you would like the red orb or trade with a friend. The red orb is only obtainable in Pokemon SoulSilver.

Its not your pokewalker like the other answer stated. You could get an action replay for $10 and get a code to have the power to get any Pokemon you desire... :) But besides that you cant get a gible on Pokemon SoulSilver

Growlithe is a heartgold exclusive like vulpix is for soulsilver so your gonna have to trade to get one.
It depends on what type of Pokemon you would like to obtain in Pokemon SoulSilver. If you can find the tower in which HoHo is, it will be on lvl 70 and MewTwo is on lvl 70 as well. or just train the Pokemon
I believe the Pokemon would be Rayquaza.
