The index of a map could be a list of places with their grid references, or it could be a list of symbols and their meaning as used on the map - usually known as the map's legend.

You could do either, depending on your requirements. If you were doing a list of the smallest places, it would be least to most in terms of size, whereas if you were doing a list of biggest places, it would go from most to least. It is just like numerical order or alphabetical order. They can work both ways, depending on what you are looking to show.
