Cooperative advertising is a system by which a manufacturer pays a portion of the cost (usually half) when a local retailer advertises the manufacturer's brand. Lots of newspapers keep track of which manufacturers are offering co-op ad programs because some small retailers are often unaware of or forget about these funds. Newspapers benefit from keeping this list for retailers since it ends up selling more ad space by making the retailer aware of co-op allowances.
