Latex means 'liquid' in Latin and is(natural/synthetic) emulsion of resins or other organic substances.Latex is applied as a name for paints with a suspension in water of natural/synthetic polymers (plastic rubber) which is rubberized waterproof paint.

If you really must put an oil based enamel on top of latex. Use a good oil based enamel like Kilz or Zinnzer Bullseye before you paint it.
