There is a special Celebi event that the shrine will be used for (I know this event has already passed in Japan. I have absolutely no idea about North America, but I've not seen any screen shots of the event in English, only Japanese)

To purify the shadow pokemon you would already have done the battle at the shrine in Agate Village and the shrine should be glowing when you're next to it. The heart meter or whatever it's called (where the exp. gauge should be) should be completely empty for the pokemon to be ready for purification. Just take the ready pokemon and bring them to the shrine and choose those pokemon when the shrine lets you.

I'm sorry, it doesn't. It can only obtained by a event in Pokemon FR/LG and HG/SS (not so sure about Heart Gold and Soul Silver) It is obtained in the Celebi event. Effects to know if the event is on: (Kurt will be in the Ilex Forest talking about Ilex Forest is awake) (Kurt won't be in the house) When you go to the Forest Shrine, a pop up will say: There's a slot in the shrine...... do you want to put the GS Ball in the slot? *Yes* The GS Ball fits. A sparkle will come out and Celebi will be there.

In February Gamestop had a promotion where you could bring your copy of Pokemon D/P/P and download a special "Pikachu Colored Pichu" (just a shiny pichu technically). If you traded the Shiny pichu to HG/SS and went to the Ilex Forest shrine with him has the lead Pokemon in your party it activated an event where Spikey eared Pichu appears from behind the shrine and joins your party if you have an open spot (if your party is full he will wait for you to come back with an open slot.)
