I think Dry Bones with the blue kart, but you have to unlock him, as well as the kart. I think Luigi because he has medium weight (not too heavy but not very light) and very fast with Mario's first kart. In my opinion, I think the best person to use is Luigi or Yoshi. If you drive Yoshi's Cucumber (when you unlock it), it's the fastest car in the game. To put things in a nutshell, it's all up to taste, as there is no way every person will agree what's the best character/kart combo. However, I do see Dry Bones/Egg 1 being a popular choice due to it's great snaking abilities. ROB would be good too!!!
