What is the best way to get raikou in soul silver?

You need to go to Ecruteak City and to the Burned Tower. Go to the bottom floor that has the three Pokemon down there. When you do, they split up. But, you can find them with your pokegear. The yellow face is Raikou. If he hears you, he runs to another section of Johto. If you run into him, you have to use one attack, then he runs again. The way to keep him from running, use the move that a golbat would have or learn, Mean Look. Raikou can't run unless your Pokemon that used mean look faints. Also, make sure that Pokemon is the first in your party. You either need a lot of Ultra balls or the master ball. You get the master ball after you get all of the badges of Johto. Professor Elm calls you, he gives you the ball, follow Raikou, use mean look, fight, get him weak, and then throw your balls at him.

You open your pokegear after you have beaten the 6th gym and you will see his face and entai's face on the johnto map and that's where he is. But if you fly there, their places change. You can't walk there either or they go somewhere else. You have to go to ecruteak city and walk south out the gate and if their face is not close to you go back into town and walk back out and check the pokegear and theirface will have changed. You have to keep doing that until the face is by you then walk into the grass by you and you hear this evil music then they pop out but after you attack they run like abras! But keep doing that and eventually they get weak then get in another battle with them and use a fast ball and, presto! you have one but be careful they are each lv 40.

p.s. It took me three hours to do it because they each have like 3 or 400 lives so take a lot of powerful Pokemon.

2. Get a Pokemon that is faster than Raikou, knows these moves: A sleeping move such as Hypnosis, Spore, Sing, etc. (Spore is the best one since it doesn't miss) and get a Pokemon that knows Mean Look and False Swipe.
