Sea level
The Prime Meridian marks the zero degree line of longitude. The Equator marks the line for zero degrees latitude.
They are Lines of Latitude (or Parallels of Latitude), which encircle the world horizontally and are parallel to the Equator (Zero Latitude). Lines of Longitude run vertically from the North Pole to the South Pole. The Prime Meridian is Zero Longitude, and the line passes through the Greenwich Observatory, Greenwich, London, England.
Rows are generally horizontal (side to side), whereas columns go vertically (up and down) So, take a ruler and tick off four marks, an inch apart. Then, join these marks by drawing a line. Now, take the ruler and lay it perpendicular to the line you just drew. Line the zero mark to one of the marks you made on the line you drew. Draw a new line (going perpendicular to the existing line, right?). Upon this line, make five marks, one inch away from each other and from the zero mark. Using these marks, draw a grid that will measure 4"x6". There y'go!
Most modern civilized cultures with a sense of their place on Earth and/or any seafaring history refer to this imaginary line as the 'Prime Meridian'.

Not all topographic maps need a contour line that represents sea level because on some topographic maps you can analyze, that the contour line does not start on sea level. There are several reasons for this. One reason maybe that, the mountain or hill is mapped in the middle of an area and not surrounded by water. Zero meters of elevation represents sea level and if it includes 0 meters than that means that land is possibly an island. In other cases, there should be a contour line marked zero, but in some cases there are not.
