Depending on the engine and fuel type...
Diesel - direct injection fuel pumps generate approx 1600 bar (23 200 psi) for common rail systems, as for the pump-nozzle injector diesel systems (pumpe - duse German translation), the pump can generate over 2000 bar (29 000 psi)
Gasoline engines have electric fuel pump located inside a fuel tank, and produces approx 3 bar of pressure (43 psi).
Just be glad it is making a noise. that is a sign it is working.
It is part of the fuel pump module in the tank.
check the injector, may be under the intake.
The fuel filter could be blocked.
fuel filter,pump,pressure regulator? security sensor issue? The fuel pump may not be working, if the fuel pump relay (if installed), is bad
Do a fuel pressure check-no fuel pressure means defective fuel pump-
you will need to hook a pressure gauge up to the fuel rail. If the correct pressure is not obtained then the pump is bad. If too much pressure then your fuel pressure regultor is not working. You will need to find out what the normal operating PSI range is for this pump first.
If you hear the fuel pump run that is a good sign it is working however, a fuel pump pressure test would tell you if the pump is meeting the required pressure.
The fuel pump may be running but it may not put out enough fuel pressure. Have the fuel pressure tested. I am assuming the fuel filter has been changed.

the fuel pump in common rail diesel generates the highest pressure eg 1600Bar. whereas normal fuel pump generates not more than 10-15 psipressure
I would suspect either a clogged fuel filter or a defective or not working fuel pump.
Both - a failing fuel pump will lose pressure, and the engine will run as though it is starving for gas. Checking the fuel pressure checked and getting lower pressure readings than normal will indicate the need for a new pump.
The fuel pump pressure sensor monitors the fuel pressure of the vehicle.
Bad fuel pump or fuel pump relay. Maybe a bad fuel pressure regulator. You need to determine if the fuel pump is working.
