A good rule of thumb is to determine the cost of materials, then multiply that amount by three to four to determine a range for the total price of the entire job. Best bet is to contact at least three contractors for bids and eliminate the high and low prices.

Charging by the square foot is probably not the practical way to go about it. You charge for your time plus expenses (which is to say, the cost of the paint and paint brushes or rollers). Painting (of walls) is not highly skilled so you can't charge a very high hourly rate, but I think that $15/hour is not unreasonable. It's up to you, in the end.
