Yes, along with many other causes a bad fuel pump relay can cause a no start. The fuel pump relay provides power to the fuel pump.
It will not run and will appear to be out of fuel.
Dump the gas tank out of it. the fuel pump there.
I assume it is not out of fuel. It can be a bad fuel pump, fuel pump relay, fuse, or clogged fuel filter.
