It is known as physical texture or actual texture, as opposed to simulated texture. The paint is very thick and almost has a life of it's own. The strong physical texture increases the emotional impact of the painting.
well it depends on what van Gogh was intending to do! if you look at the picture carefully you might be able to see his emotions as he draws

The central figure is "serving" the 12 diners around him (including the one in the shadow of the door on the left...ie Judas).
