This etching is an anomoly in the print world. It was created by Picasso so that his friend Roby could have a print made when he needed money. The early prints were made one at a time by different printers with different inks and papers. The plate was never destroyed and there are later versions which were printed in unlimited quantities. These tend to be on small paper and inexpensively framed with a COA on the back from the organization that printed them.

The value is dependent on whether the print is an early version, which is unique in materials and process, and the later versions which were/are mass produced. I see the mass produced prints in the online auctions regularly, selling for between $100 and $300 USD. The earlier prints, which have no COA on the back, are large size paper with high quality watermarks, are not readily available and as such, can fetch 10 times that amount. One example of the earlier prints is printed on Heavy, oversized Rives paper with full margins showing where the paper was torn along 2 edges.

As this is not a limited edition, it cannot be assumed that the current owner isn't continuing to make prints.
