Very little will go over the varnish and not peel.
The first thing you should do is remove the varnish. Sanding works well, but be sure to wear a good dust mask and goggles while working.
Once the surface has been sanded, wipe the entire piece down with a tack cloth and then prime and paint with a good exterior grade paint.
The higher the gloss the harder the finish, so you may want to use a semi or high gloss paint.
To extend the life of the bench, remember to cover it during winter (if you live somewhere that gets snow). Also check the bench each Spring for signs of cracking or wear and address the problems as soon as they appear.
