The best paint you are likely to find is 'melamine' based paint. I use it a lot for cupboard doors. - Frankly, I wouldn't bother painting a countertop because no paint will stand up to daily use as a countertop and it will soon look tacky.. It's very easy to buy a sheet of laminate and fit it . Many stores sell 2x 4 sheets now.

You'll have to rough up the surface so the paint will stick.
Get some medium steel wool and some denatured alcohol and rough it up good.
Check the surface with a bright light to be sure you didn't miss anyplace.
You don't want to see any shiny spots.
...and be sure it's clean before you paint.

You cannot paint laminate. Without a porous surface, the paint has nothing to bond to.

You can paint them, but with the usage they get even the best paint doesn't last.
