You can use either a water base or an oil base primer over bare pine, followed by a topcoat or two of either base paint. If its a high traffic or heavy wear area inside, I'd suggest an oil based paint. If it just gets occasional cleaning, then water based will work great! And now, you can actually buy water based alkyds, so there you have the best of both worlds.
