Depends on the monitor in question. Find the devices data sheet and look for the Display Latency (or something similar) anything under ~1 milliseconds is not noticeable. This latency is the amount of time it takes from the monitor's controller to push the data to the display after it has been received. If you are just watching a movie this really doesn't matter, but if you are playing a video game or something that requires the monitor to update as soon as the this latency can play a big factor in the usability.
