Paying is both the present participle of the verb 'to pay', as well as a gerund (a verb being treated as a noun).

As a verb: I am paying for the movie tickets with a credit card.

As a gerund: This restaurant's policy is paying before eating.

Depending on how it's used, pay could be a noun or a verb.

Noun: When will I receive my pay?

Verb: You paid way too much for that car.
