do a hot tea party or a slumber party with Hot Chocolate and some marshmallows. or find a good function venue near you with a good fireplace to warm up the cold winter night. balloons and boots are a must :)
A great way to celebrate any 13th birthday is to rent a limo, have the limo pick your child and his/her friends (guys and girls), then go to a hotel after getting a great spa treatment (manicures-pedicures and facials) for the girls and game room for the guys. The hotel could have a pool where they swim.
