Some people use distilled water, but most artists use witch hazel. I use the latter of the two primarily due to the fact that it reduces the amount of reddening when you are doing graywork, making it easier to see how much you've built up so far.

No, it will just make the black look more "muddy" than anything else. You can cover a light pigment with a dark pigment, but never the other way around. The only thing that adding light pigment will do on dark pigment, if anything, will change the color slightly or make the color itself look dirty.

not sure but judging by the disclaimer by sellers on Ebay I would not trust it. Stick to the known brands such as Mom's, Eternal (My personal favorite) and starbrite. Black Buda is another ok tattoo ink. These are the better inks that are not too bad on the wallet. Avoid inks called "professional tattoo ink" they contain the same chemical make up as listorin. Avoid all Asian inks except Koma Sumi sorry if I miss spelled that. Avoid all inks that do not yield a expiration date.

Let me guess...you have a bottle of black ink and you want to do a red tattoo. The ONLY way you can do a red tattoo is to use red ink. No amount of dilution will make black ink red.

covering with solid black is a bad idea. most of the time, you can still see the underlying tattoo. the rose is probably a good idea (organics make for GREAT coverups), but you should seek the advice of a well-experienced tattoo artist for any cover up.
more dilute not less dilute. "Less Dilute" means more concentrated.

Dilute is where you weaken something .e.g. the chemical will be less strong. Think of it as when you make squash you have to add water to dilute it so the taste isn't as strong. Dissolve is where a chemical completely disappears from the eye. Like when you add sugar to tea you can't see it but actually it has dissolved into the tea to make it sweeter.
